What’s inside the Government’s 10 Year Infrastructure Strategy Working Paper?

Ahead of publication of a comprehensive strategy in June 2025, the Government has released a working paper on the proposed 10 Year Infrastructure Strategy.

Amidst what the Government acknowledges as an “uncertain” infrastructure environment, the Strategy aims to ensure long-term investment in and development of social, economic, and housing infrastructure.

Here’s what’s inside the working paper and how you can respond to proposed plans.

What are the main objectives of the Infrastructure Strategy?

The Strategy working paper outlines three core objectives of the Government’s 10 Year plan:

  1. Enable resilient growth: The Government aims to facilitate resilient economic growth through infrastructure. This will include boosting growth and removing barriers to growth with improved transport, digital, and social infrastructure. Additionally, the building and maintenance of infrastructure that is resilient to future climate change threats (such as flooding) aims to protect against damage, ensuring that economic activity can continue in the face of a changing climate.
  2. Support the mission to make the UK a Clean Energy Superpower: The Government aims to invest in renewable infrastructure and transmission and distribution networks to enable the delivery of 95 per cent clean power by 2030, as well as achieve net zero carbon emissions by 2050.
  3. Ensure social infrastructure can support public services: This part of the Strategy aims to maintenance of hospitals, healthcare facilities, and education settings, as well as deliver new infrastructure to support changing needs and future developments, such as digital transition in the NHS. Additionally, the Strategy aims to target the prison capacity crisis, in line with the Government’s Prison Capacity Strategy.

The Government aims to utilise private investment as well as public institutions to help deliver infrastructure policies.

Additionally, there are plans to implement a forward-looking infrastructure pipeline, with different options available including a static priority projects list, a document tracking expected projects from procurement to delivery, or a planning programme that identifies long-term allocated public investment and spending ahead of project delivery.

The Infrastructure Strategy also aligns with the Government’s Plan for Change, with investment in infrastructure aiming to boost economic growth, support NHS improvements, and transition to clean energy.
